Gate Keys
Both of our gate locks were vandalized sometime on November 16. Replacement locks are $320.34; this is a considerable expense for the Association. Suggestions for improving security at our gates were discussed at the February meeting. John Robinson is charged with investigating types of automatic gate systems and associated costs for the next Board meeting in April. No viable decision was reached. Gate keys are now $26.00.
Dues Collection
Dues for 2025 and all prior years are being collected. Currently 8 members (we have 120 members) owe for dues more than two years in arrears. Total amount of ALL unpaid dues and late fees as of May 30, 2025 (including regular 2025 dues) is $29,00.00. Certified letters were sent out December 15, 2024. Liens were updated January 31,2025 for anyone owing dues for years 2021 and before. The Board has decided to contact our lawyer for legal advice on next step which could involve foreclosure proceedings. See Chapter 47 F of the NC Planned Community Act for more information. Our attorney, Allen Mosely, has been instrumental in helping WRPOA to collect $ 17,450.00 of past dues whose property risked a lien or ultimately foreclosure.
Dues Status Reports
Be aware that Dues Status notices will be delivered electronically this year to those with active email accounts shared with WRPOA. Dues Status Reports are distributed twice each year. Once in March and another in June prior to the annual meeting held in July.
The cost of USPS mailing and printing costs have risen substantially over the years. WRPOA is making every attempt to be fiscally responsible to our members. Please help us in providing an email address or mobile phone number so information can be shared more cost effectively.

Please notify President John Rutledge (803) 285-7507 or Sonja Heeter (sonja.heeter@gmail.com) of new or changing addresses, phone numbers, and email addresses so you can be contacted in case of an emergency. {Fire, known break-ins, etc.} Property owners are responsible for dues and late fees even if we cannot contact you.
Sewerage Systems
Our board president, John Rutledge, announced at the December meeting that he is aware that authorities have a renewed interest in the type of sewerage systems being used in the state as a result of the recent flooding. Unapproved systems may be scrutinized by local/county/state inspectors. He just wanted members with residences to be aware.
Annual Meeting
The Annual Meeting of the WRPOA will be held Saturday, July 19, 2025, at Buffalo Cove Baptist Church Fellowship Hall adjacent to the Buffalo cove Mercantile on Buffalo Cove Rd.
New Officers and two Directors are on the voting ballot. If you are unable to attend the meeting, please consider assigning your proxy vote to a Board member. The Proxy Voting Form can be found on page 3 of your June 2025 Dues Status Report or on page 4 of the June 2025 Newsletter.
Lower Penley Road Project
The condition of Penley Road nearest to Sampson Road has been progressively deteriorating. But since this area is outside of what WRPOA is responsible to maintain, it has not been maintained. Five WRPOA members each stepped up to pay for a load of stone for lower Penley and $75.00 was collected in the donation box at the 2024 Annual Meeting. Thank you!! The road was scraped and the stone material laid down for a much improved road surface. No WRPOA funds were used for this improvement.
An account for donations for roadwork such as this and other special projects which may come before the Board has been established so that these monies are not commingled with Association funds. Should you wish to contribute in this way, make a check to WRPOA and write “Special Projects” in the memo line. Mail it to WRPOA, PO Box 649, Patterson, NC 16991.

Report break-ins to local law enforcement as well as President John Rutledge and VP John Robinson.
